I'm about to build a new PC featuring an Intel Core Ultra 9 processor and 32 GB of RAM. While its main use will be for school, I also want to do some video editing. Do you think the RTX 4060 will handle this well, or would it make more sense to upgrade to the 4070 for better performance?

The RTX 4060 should be perfectly fine for your video editing needs. It's not the absolute top tier, but it can definitely get the job done without a hitch. Just keep your expectations in check, and you should be good to go!
Definitely consider what software you'll be using for editing. If you're going with something like DaVinci Resolve, check its specific requirements, as different programs can have varying demands on hardware.
I'm leaning towards Resolve since I haven't really edited anything yet with my current integrated graphics.
For 1080p video editing, the RTX 4060 will work just fine. Just don't expect it to perform like a higher-end card, but it should handle most tasks without any major issues.
