I'm considering buying a new GPU and the RX 9060 XT is currently priced at around €470, which fits my budget. However, I have a Ryzen 5 3600 and don't foresee upgrading it anytime soon due to my current build's poor cable management and other complications. I'm curious to know if I'll experience significant bottlenecking with the 9060 XT at 1080p gaming. I might upgrade my monitor to 1440p in the near future, so I want to ensure this GPU is a worthwhile investment. I have a 650-watt power supply and my motherboard supports PCIe slots, but I'm not very knowledgeable about motherboards. Will my current setup hold back the performance of the 9060 XT? I'm eager to know if I'm making a smart decision here, considering some comments I've seen about potential stuttering and bottlenecks with this pairing.

You should be fine! Your 650W power supply is sufficient, and while the PCIe slot being a bit older might slightly reduce performance, it shouldn't be a huge deal at 1080p. Enjoy your new GPU!
At 1080p, you might see some bottlenecking depending on the games you play, but at 1440p, I think you'll be okay. If you're considering the RX 9060 XT, make sure you get the 16GB version. That will help a lot with VRAM issues, especially as games become more demanding.

I think I'm leaning towards the 16GB, the price difference is minimal!
