I'm considering upgrading to a 9800X3D because my current 7600X runs really hot and makes a lot of noise when it's under heavy load. I've heard that the 9800X3D can also get pretty hot, so I'm curious if my Thermalright Frozen Notte 360 ARGB cooler would be enough to keep it cool.

Yeah, the Frozen Notte 360 should handle it just fine! The 9800X3D doesn’t run super hot like some people think. It’s more about managing temps effectively, and that cooler should do the trick.
You'll be more than okay with the Frozen Notte 360. Just remember that the 7600X was designed to push itself until it hits the max temp of 95 degrees. The 9800X3D should be easier to cool compared to that.
