Is there a standalone tool to test HDDs from a USB drive?

I'm looking for a reliable way to check if an external or USB hard drive is functioning properly without needing to rely on Windows or Mac. Ideally, I want to know if there's a standalone program I can boot from a thumb drive to run diagnostics on these drives. Any suggestions?

You could use any live Linux distro. They often come with built-in tools for disk checking. Just load it from a USB drive and you should be able to run tests on your external drives.
