I forgot the password for locked notes on my iPhone, but I still know the phone's passcode and can use the device normally. I vaguely remember the Notes password and have narrowed it down to roughly 10,000 possibilities, but checking them manually would take a long time. Is there a legitimate way to test possible passwords more efficiently, or otherwise regain access to the existing locked notes?

Apple can’t retrieve or bypass the password for existing locked notes. If the password isn’t remembered, those notes generally can’t be opened. You may be able to use Face ID or Touch ID if it was enabled for Notes, but resetting the Notes password only applies to notes locked afterward—it won’t unlock older ones.
Your iPhone passcode and the Notes lock password are separate, so knowing the phone passcode doesn’t provide a recovery option. Before giving up, check whether the password is saved in your password manager or resembles an older password you used, and try any enabled biometric unlock.
