I'm trying to optimize the components for both performance and cost-effectiveness, but I'm unsure if I made the right choices. Specifically, does the balance between CPU and GPU make sense for gaming, or should I consider upgrading certain parts?

There are definitely areas where you can cut costs. This would allow for a better GPU, like a 5070 or RX 9070, which could enhance your gaming experience, especially at 1440p. Just curious, what games are you primarily targeting with this build? If it's mainly CS2 or Valorant, then a cheaper CPU might be more reasonable.
For a build like this with a 9800X3D, 6000 MT/s CL30 RAM is really the sweet spot. But if your budget allows, the CPU is fantastic, though it might be over the top unless you're planning for tasks that require a lot of CPU power.
Your build is solid, but I recommend getting a better CPU cooler. You might want to switch to slightly slower RAM to save some budget.
It looks a bit CPU-heavy for gaming unless you're playing really CPU-intensive titles. I'd suggest upgrading your GPU instead. A decent 850W power supply would also work just fine, and you can consider a more budget-friendly SSD as well.

How about the Noctua NH-D15 G2 for cooling? Would that be a good choice?
