I'm considering buying some Kingston Fury RAM from a seller who is offering it for $20, while it usually costs around $50 in my area. The seller claims the RAM is sealed and that he has a receipt, but it's from two years ago. Do you think this deal is legitimate or is it just sketchy?

Honestly, you can’t know for sure. Who is this 'some guy'? Sounds suspicious, like maybe he’s just trying to get quick cash from a random buyer.
There's a chance it might not even work, and you might only find out after you’ve paid for it. Testing RAM isn't exactly easy unless you’re at home.
So it’s possible then; always a risk with used gear!
If the meeting location is safe and you're only paying $20, I say go for it. Just remember, with these types of deals, a scam is always a possibility.
