My budget is $1,500, but I would prefer to keep it around $1,000. For the video card, I'm aiming for an NVIDIA RTX 4060 triple fan model with 8GB of GDDR6 memory, as long as it's from ASUS, MSI, or Gigabyte.
Beyond gaming, I plan to use this PC for data analytics and financial modeling, and it's really important to me that it runs quietly since I'm not a fan of loud systems. I'm trying to avoid spending on components that are overkill for what I need, especially with prices being so high right now.

I'm curious about the choice of 32GB RAM and the RTX 4060. If you're doing some light gaming, that seems reasonable. But if you're willing to spend a little more, consider the Ryzen 7600X3D for better gaming performance. Overall, I think your setup is solid and will last for a good while, though I would keep an eye on the 1TB storage—it might fill up quickly!
