I'm considering whether upgrading just my GPU to a 5070 Ti will be sufficient with my current specs, or if I also need to upgrade my CPU and switch to DDR5 RAM. I'm hesitant because that would essentially mean building a whole new system. My existing setup includes an AMD Ryzen 7 3800x, a 2080 Super, 32GB DDR4 RAM, and a 600W PSU. Would it make sense to just upgrade the GPU?

Upgrading to a 5070 Ti would definitely give you a performance boost, but it's worth noting that a 750W PSU is generally recommended for that card. So, you'll want to keep that in mind with your current 600W PSU.
I wouldn't go for the 5070 Ti unless you're planning to upgrade your other parts soon as well. A regular 5070 will perform similarly to the Ti with your 3800x. You'll see good improvements in newer and AAA games, but the performance bump might not be significant in lower-end games since they often depend more on the CPU. If you can, consider options like the 4070 or 4070 Ti—they might be a better value right now.
