I'm using an Intel i5-8400 CPU and I feel like I'm not getting the most out of my setup when playing competitive games. I notice my FPS drops during heavy CPU usage, and I suspect my current GPU, the 9060XT, is bottlenecking my performance. The 9800X3D is priced at $920 here, only $40 more than the 7800X3D at $880. Would upgrading to the 9800X3D be a wise investment for the future, especially since I don't have issues with my GPU performance otherwise?

If you're still using an 8400 model from 2017, an upgrade would mean changing your CPU, motherboard, and RAM. Honestly, you might be better off sticking with your current setup until you really need it. Most people won't face significant CPU bottlenecking until they're using a really high-end GPU, like something around $3000. Save that cash for a future, bigger upgrade!
Your CPU is pretty good already! You might not need to upgrade unless you're really keen on it.

I'd say go for the upgrade if you have the budget and believe it’ll help in the long run. But you might be totally fine with a 7500F, 7600(X), or a 9600X too!

There's actually a great video about budget builds with lower-end Ryzen CPUs that could help. Upgrading from an 8400F to something like a 7600X or 9600X could give you a serious performance boost without breaking the bank. The 8400F is quite limited compared to those newer options.
