I'm considering whether it's worth spending $1000 to upgrade from my current PC setup, which includes an i9-11900K, a 4070 Super GPU, and 32GB of DDR4 RAM, to a system with a DDR5 9800X3D. I use my PC mainly for flight simulation, but with high RAM prices expected to last until 2028, I'm hesitant about this investment. I plan to stick with my current GPU but am thinking about upgrading to 32GB of DDR5 and the 9800X3D.

Nope, your current system is good enough for most things, including flight simulation. I wouldn't worry about upgrading just yet.
If it's just for gaming, I wouldn’t recommend it. Your setup already runs flight sims fine, right? Ask yourself if you really need that upgrade for more performance.
You have to ask if you can afford it comfortably. DDR5 prices are likely not going down soon, so if you really want that upgrade and can handle it financially, go for it!
