Before I dive in, I want to get some community insights on a few points: 1) Is this approach common or realistic? I find it a bit odd to run OpenStack on public cloud infrastructure like Azure. Have you seen it used effectively in production? 2) Is this going to be cost-effective, or could it end up being pricier than going with Azure's native services or even using on-prem servers? 3) What's the complexity like for setting it up regarding architecture, networking, and maintenance? I’m curious about your reasons. Why OpenStack specifically on VMs? If you want to test Kubernetes, you might want to check out AKS instead. It could save you a lot of hassle.

Honestly, using OpenStack on Azure sounds a bit strange to me. I wouldn’t recommend running it in a production environment since it might not be fully supported by anyone involved. However, it could be a decent option for development, testing, or proof of concept environments.
