Issues Booting Windows After RAM Upgrade

I'm currently using a Gigabyte B660 motherboard with an Intel i5 14600k CPU. I upgraded my RAM from 16GB DDR4 3600MHz to 32GB DDR4 3600MHz, but now Windows won't boot with XMP enabled or when I try to run the RAM at speeds higher than 3000MHz. Is this a common problem with my hardware setup, or is there something I can do to resolve the DRAM frequency issue? My old RAM was a 2x8 GB G.Skill RipJaws V DDR4-3600 CL18-22-22-42 Dual Kit, and my new RAM is a 2x16 GB G.Skill RipJaws V DDR4-3600 CL18-22-22-42 Dual Kit.

When you say you recently upgraded to 32GB, did you buy a brand new kit or did you just add another 16GB stick? It's important to know because mixing different kits can sometimes cause issues.

I got a brand new kit, same specs as the old one but it's 32GB instead of 16.

It's crucial that if you added new RAM, it exactly matches the speed, timing, and voltage of your old RAM. Otherwise, it could lead to boot issues. Did you check that?

If you're running all 4 sticks at the same time, getting them to work together can be tricky sometimes. Have you tried just using the new RAM sticks alone to see if the booting issue persists?

A potential fix you could try is removing the CMOS battery from the motherboard for a minute to reset the BIOS back to default settings.
