It's weird that they replaced your whole phone instead of just fixing it. Modular repairs have been common on the iPhone 12 and later, so I wonder what exactly happened that made them go for a full unit replacement in your case.
In Canada, they can indeed fix the back glass. Sometimes stores hesitate because if something goes wrong and they need to replace the phone, the two SIM slots can complicate things for them. You might want to push back a bit on this!
