I tried to verify my identity for Apple Wallet, but it ended up locking me out instead. I followed the advice of calling an Apple Cash specialist at Green Dot Bank to verify again, but both attempts failed. Now customer service has told me they can't assist further and just said, "you can't get into it right now." I'm really at a loss here. Any suggestions?

Make sure you're at least 18 and a US resident, as those are the basic requirements for having an Apple Cash account. Check your 'My Card' in Contacts to ensure all your info matches what's on your state-issued ID – name, phone number, billing address, and primary email. If the address doesn’t match, use the one on your ID during the verification. If all else fails, you might want to ask for Green Dot's Corporate Support to see if they can help further with identity verification.
