Looking for a User Directory Management Tool

I'm facing a specific challenge and need a user directory management system that's web-based. I want to create a user directory where I can assign permissions and groups. The system should allow administrators to manage the user directory and must support importing users via CSV or Excel, as well as API integration to pull information. The directory needs to store details like names, usernames, emails, social security numbers, and other custom fields. Essentially, I need something simpler than Active Directory. Importantly, users won't need to log into this system.

This solution is for a vocational college, helping to manage classes and assign students to courses in an easy-to-use way for up to a year until our main platform is ready. I want to avoid giving school administrators access to our main AD; they need a simplified tool. I'm open to a higher cost, but I think JumpCloud may be too pricey despite reducing manual work significantly. Either cloud-based or self-hosted options are fine for us.

If you're looking for something that deploys AD but offers a web GUI, consider using Manage Engine AD Manager Plus as an additional management layer. It might be a bit advanced, but it could fit your needs well.
