You've already chosen some excellent parts! The difference between the 9800X3D and the 9950X3D is minimal for gaming. Just curious, why do you need two gaming monitors?
I noticed you're going for 4 sticks of DDR5 RAM. With your budget, it might be better to go with 2 sticks of 64GB instead. Also, I recommend aiming for 6000MHz RAM with a CL30 timing if you can. That seems to be the biggest improvement you could make, everything else looks solid!
Switch to the 9800X3D for sure, and go with a 1200W power supply. A good setup would be a 4K 120Hz OLED paired with a faster 1440p 240Hz IPS monitor.
Consider switching to the Ryzen 9 9800X3D; it offers similar performance. Grab a 64GB kit from Corsair and look for a light enhancement kit for the remaining slots. Also, for your secondary monitor, a 144-240Hz would work better than a 480Hz. Don't forget to get a power supply with a 12VHPWR connector; it's crucial for your 5090 GPU.
