I'm planning to buy a laptop specifically to run Linux and I've decided on using Ubuntu. Since I'm pretty new to Linux, I could really use some suggestions on where to learn how to use it effectively. Any recommendations would be greatly appreciated!

Before buying a new laptop, you might want to try running Ubuntu in a virtual machine on your current setup. It could save you some money and let you get familiar with Linux before making the switch!
Make sure to visit the resources page in the Linux4Noobs wiki. It has tons of links to learning materials. Also, remember to back up your data regularly and try things out in a VM first! You'll thank yourself later when you're experimenting with commands!
