You could definitely step up to an RTX 5080 within that budget. Right now, you're overspending on the motherboard, cooler, and PSU. A solid B850 motherboard for about €200 would do just fine. For cooling, consider the Thermal Phantom Spirit for around €40; it'll perform well without breaking the bank!
When choosing coolers for your AM5 CPU, make sure to get the NH-D15 G2 LBC version if you stick with that brand. Alternatively, the Thermalright Phantom Spirit 120 SE offers similar performance at a third of the price. Keep in mind high-profile RGB RAM can interfere with taller coolers, so consider low-profile options if you're going with a dual-tower cooler. Also, remember: you don't need a top-tier motherboard unless you explicitly need its advanced features. Lower-tier boards can really save you some cash!
I like your build, but I'd suggest a few tweaks. You're putting way too much into the motherboard; a good B850 around €250 would suffice. The Noctua cooler is great but a bit pricey. You might look into alternatives like the Thermalright Peerless Assassin or an AIO cooler like the Arctic Liquid Freezer since your CPU, the 9800X3D, doesn't run too hot. This could free up cash for that RTX 5080!
