I've got a Thermalright Assassin Burst SE cooling my 7600X3D, but I'm annoyed by a buzzing noise coming from it, even when it's running at minimum RPM. While my temps are good when gaming, the noise becomes noticeable during regular use since I'm not wearing headphones. Is replacing the cooler necessary, or can I just swap out the fan for something quieter? I'm on a budget of $50—what are my options?
