Honestly, for writing code, almost any monitor can do the job, especially since you're mostly dealing with static text. But if you really want a 4K, I'd recommend going for a decent 27" IPS from a reputable brand. That should serve you well and fit your budget nicely.
I have two 27" Z-edge screens. They’re not the best-rated, but they've worked fine for me and they're budget-friendly. I really appreciate having 4K for programming – it makes multitasking easier!
Honestly, the resolution isn’t as crucial for programming as it is for gaming or photography. A 4K monitor can be nice, but at the end of the day, any decent monitor will get the job done.
I'm using a Xiaomi 34-inch curved ultra-wide monitor. It's not 4K, but for around 300 euros, it's a pretty great deal for coding and productivity!
I recently got the Samsung Odyssey G8 QD-OLED 4K monitor and it's amazing. The color and clarity are just perfect for coding and it fits right within your budget!

But we all know that you need the best hardware to even get started! You should at least have a 9950x3d AMD processor and a 5090ti graphics card for that awesome learning experience!
