I'm in the market for a new PC dedicated to video editing and need advice on the best CPU and GPU combination for handling 4K video. I'm using Premiere Pro and After Effects, and my budget for just the CPU and GPU is $1,000. I'm hoping to get recommendations that balance performance and value.

You might want to check out the Intel 265K with the 5070. Benchmarks show that the 265K is one of the top CPUs for Premiere, only behind the 285K, and it also handles After Effects well. The 5070 performs decently too. Remember, for 4K editing, a strong CPU and adequate RAM (64GB) are really important.
I asked a similar question before and ended up with a budget GPU, an RTX 3050 with 6GB. The consensus was that the GPU isn't as critical for editing, so I went for a stronger CPU instead. I built it last week but haven’t started editing yet. So far, I’m happy with how it performs.
I'd recommend considering the AMD 9700X paired with a 5070 Ti. It's a solid combo for video editing! Just keep in mind that it might push you slightly over the $1,000 mark, but it definitely delivers good performance for the price.
