I'm currently using a 12400F paired with an Asus B660m WiFi motherboard. I'm planning to upgrade my GPU from a 3070 to a 9070xt but I'm also considering a CPU upgrade. What CPU would you recommend for my setup, given that I'm hoping to keep the motherboard?

Honestly, the B660's VRMs aren't the best, and since it's DDR4, I wouldn't bother upgrading the CPU unless you plan to get a better motherboard.
I had the same setup, but I switched to AMD because my B660m couldn't keep up. If your motherboard is decent enough, you could go for a 13th gen Intel like the 13600K or even the 13700K. Otherwise, consider the AM5 platform for a bigger upgrade.
Your motherboard supports 12th, 13th, and 14th gen Intel CPUs. I'd recommend upgrading the GPU first, especially for 1440p or 4k gaming, then see if you really need to replace the CPU after that.
Upgrading to an i7 12700KF or 13700KF would be a solid choice—they offer great performance boosts!
