I'm currently using a 12400F with an Asus B660m WiFi motherboard and I'm planning to swap my 3070 for a 9070xt. I'd like some recommendations on which CPU I should upgrade to while still keeping my existing motherboard.

Honestly, I wouldn't bother upgrading the CPU with your current motherboard since the VRMs aren't that great and it's DDR4. You may be better off sticking with your 12400F and focusing on your GPU for now.
Since your B660 supports Intel's 12th/13th/14th gen CPUs, I suggest upgrading your GPU first. If you're gaming at higher resolutions like 1440p or 4K, you might find that the current CPU is sufficient for now. After that, reevaluate if a CPU upgrade is needed.
For an upgrade, you could go for the i7 12700KF or 13700KF. They would be solid options for your setup and provide a nice boost in performance.
I had a similar setup a while back but switched to AMD because my B660m wasn't the best for overclocking. If your motherboard is solid, going for a 13th gen Intel like the 13600 or a more budget-friendly option can work well. Otherwise, consider moving to an AM5 platform for a bigger upgrade.
