I recently upgraded my Windows 10 laptop to Windows 11 hoping it would fix some ongoing stuttering issues. However, the situation has become significantly worse. Now, my laptop experiences serious slowdowns – it freezes for over 10 seconds at a time while I'm trying to do anything, even with basic tasks like screen rotation in games. The rotation speeds up as soon as the stutter ends, which is frustrating. I read that disabling fTPM in the BIOS could help with some stuttering issues related to AMD chips, but I can't find how to do that on my laptop. The stutters I'm experiencing are longer and don't affect audio. I really need this laptop to work smoothly for my classes and work this summer, as it's practically unusable now. I'll share my laptop specs in another comment and link to a video showing the issue.

Just a heads up, when messing with any BIOS settings or disk setup, be sure to back up your data first! You wouldn't want to risk losing anything important. Check out some basic guides on BIOS settings for your model; they can vary a lot.
Have you noticed if this stuttering happens in other games too? Also, how old is your laptop? It’d help to see your specs when you post them. I’m curious if it’s a compatibility issue or something else entirely.
I don't play many games, but I did notice it happens with Balatro and other low-graphics games too. I think I got my laptop in late 2019, but I really don't want to spend a bunch of cash on a new one.
