I just got a new PC a week ago, but I think it might have been damaged during shipping. I have an AMD RYZEN 7 9800X3D, and after running benchmarks, it's consistently underperforming. It's supposed to be overclocked, and I also have an RTX 5060 Ti with 16GB. One reason I'm concerned about damage is that a fan came loose from the CPU cooler when it arrived. What can I do to identify any issues or perform tests on it? I'm pretty new to all this, so any advice would be greatly appreciated. Let me know if I missed any important details!

It's good that you're checking for issues! If you think it's underperforming, first, take a look at the benchmarking software you used. Some software might give misleading results if the system isn't configured properly. Also, check your RAM speed; a lot of times, if it’s set too low, it can affect performance. Make sure it's running at the advertised speed in your BIOS!
Another thing to consider is the power limit set in the BIOS. Sometimes the CPU has an eco mode limiting it to 65W when it can handle up to 120W. You might want to check that setting and adjust it if necessary.
