My PC is Stuck on the Shutdown Screen—How Can I Fix It?

Today, my PC became unresponsive when I tried to use Ctrl+Alt+Del, so I manually shut it down. It's been stuck on the shutting down screen for around 25 minutes, so I force shut it down by holding the power button. But now, every time I turn it back on, it just goes to the shutdown screen again. I've tried unplugging it for an hour and forcing a restart, but nothing seems to work. I'm completely locked out of Windows. What can I do to resolve this issue?

You might want to try unplugging your PC for about a minute, then remove the CMOS battery for a reset. After that, press the power button while it's unplugged to discharge any leftover power. This can sometimes clear up issues like this one.
