I'm having a really frustrating issue with my PC. Whenever I try to start it up, it just goes to a black screen. After a minute or so, it shows 'installing', but it sits there stuck until it reaches 85%, then it restarts and starts the process all over again. I'm seriously in need of help here!

It sounds like your PC might need a static discharge reset. Here’s what you can try: unplug everything, including the power cable. Then, hold down the power button for about 30 seconds. After that, plug back in just your monitor, keyboard, mouse, and power. See if that helps!
If not, you could try booting from a Windows Recovery USB. If you don’t have one, you can create it easily or force your PC into recovery mode. Just power it off and on three times in a row, and that should take you to recovery mode for some startup repair options.
If you have another PC with Windows 11 available, that’s great! But since you can’t access safe mode with the power on/off trick, it might mean Windows isn't installed properly on yours. Hang in there! Depending on your situation, you might have to consider a full Windows reinstallation.
