I'm having some serious trouble with my PC. It won't boot up, and I keep seeing the DRAM and CPU lights on the motherboard flickering back and forth. I think it's getting stuck during the POST process. I can't turn it off normally; I have to use the power switch on the back. I've reseated all my components, swapped graphics cards between an old one and a new one that I've only had for less than a month, but still no luck. The fans on the new graphics card won't spin at all, but the old graphics card's fans do spin. Any advice would be really helpful!

It sounds like you've done a lot already! If reseating RAM didn't help, maybe try removing any unnecessary peripherals just to see if that makes a difference.
Have you considered a BIOS CMOS reset? That can often help with boot issues. Just take out the CMOS battery for about a minute.
If the lights are cycling between DRAM and CPU, it could be a RAM issue. Try reseating your RAM. It’s worth testing each stick individually in different slots.

I don't have a multimeter. Is there another way to verify if the power supply is functioning?

I can't recall the exact wording, but it was a black screen saying Windows identified a problem and then it rebooted.
