I turned off my PC and now when I try to boot it back up, I just get a black screen after the BIOS screen. I've reset it three times, completely reinstalled Windows locally, and even tried to reset my graphics driver with a keyboard shortcut. I can access BIOS and Safe Mode, but nothing seems to work. I'm running out of options here. Any advice would be really appreciated!

Have you heard any beeps from your motherboard? Some boards have built-in speakers that communicate error codes. Also, you might want to try creating a bootable USB with Windows using Rufus. Just make sure to change the boot order in BIOS so it can boot from the USB. That could get you into recovery mode or let you do a fresh install.
