I put together this PC about a month ago and it was running perfectly. However, after shutting it down last night, it wouldn't POST when I powered it back on today. The CPU and RAM LEDs are lit up continuously. I'm wondering if this could be related to the BIOS version since I'm using an ASRock motherboard.
I've already tried taking out the graphics card and M.2 drive, and I've tested each RAM stick one at a time to rule them out.

It sounds like a frustrating situation! Have you tried completely disconnecting the power, removing the CMOS battery, and holding down the power button for about 60 seconds? After that, put the CMOS battery back in, reconnect everything, and try booting again. Sometimes, that can reset things and get it to POST properly.
I tried that, but it still won't boot. Any other ideas?
