Need Help Choosing a CPU for High FPS Gaming

I'm upgrading my monitor to a BenQ Zowie 2566x+ with a refresh rate of 400Hz, but I'm currently getting around 300-420 FPS. I need advice on picking a new processor and motherboard because I know some better options might not fit with my current setup. I'm considering the Ryzen 7 7800X3D, but that would require new RAM, and prices are quite high right now. Any tips on optimizing my PC to consistently hit 400 FPS? My GPU usage is around 20% and CPU usage is at 40%. I've tried various things like changing power plans, enabling CPU core boost, updating BIOS and chipset, and adjusting NVIDIA settings, but nothing seems to maximize CPU usage. I mainly play CS2 and Valorant. Here's my current PC setup: [https://pcpartpicker.com/list/2cmYck]

It's possible you're not getting bottlenecked if your CPU usage is around 40%. Sometimes, hardware just can't reach those crazy FPS numbers consistently. But if you're looking to upgrade, the Ryzen 7 7800X3D is a solid choice, just keep in mind you'll need to invest in new RAM too. Just make sure your motherboard is compatible. You might also check if you can optimize your current setup further; some games just don’t need high CPU usage for smooth gameplay.

Honestly, 400 FPS seems like overkill unless you're really into competitive gaming. If your monitor can handle it, great! But if you're not consistently hitting that target, you might want to consider if optimizing settings in your games could be an option, or just focus on getting a balanced system instead of just chasing FPS.
