No Signal from RTX 4090 After Upgrading CPU: What Should I Do?

I recently upgraded my CPU from a 7800x3d to a 9800x3d and am facing an issue where my RTX 4090 doesn't output a signal via HDMI or DisplayPort. My setup includes an ASUS X670e Wifi Plus motherboard with the latest BIOS version 3602, 32GB of G Skill DDR5 RAM, and a be quiet! Straight Power 12 Platinum 1000W PSU, which I thought would be sufficient. The GPU fans spin up, and its lights are on, but my monitor starts a signal detection cycle and fails to connect. I'm able to use integrated graphics without issues and boot into Windows. Has anyone experienced this and have advice on what else to try?

Have you tried running Windows with the integrated graphics and then updating any drivers? Sometimes, the GPU driver needs to be reset or reinstalled after a hardware change. Also, ensure you've got the latest chipset drivers for the new CPU. It could be helpful to completely uninstall the RTX drivers and reinstall them.

It sounds like a classic power delivery problem, but since the card works with the previous CPU, you might want to check your BIOS settings. Ensure that the PCIe mode is correct after the CPU upgrade, sometimes it needs a bit of tweaking after a change. Also, check if the GPU is fully seated in the PCIe slot; it could be a simple connection issue.

It might also help to reset the CMOS on your motherboard. Power off your system, unplug it, and then remove the motherboard battery for a minute before putting it back. This can clear out any settings that might be causing conflicts between your hardware.
