I'm trying to decide between the RTX 5070 and the RX 9070XT for playing competitive games like Battlefield 6, Call of Duty, Warzone, Valorant, CSGO, Overwatch, and Arc Raiders. My focus is entirely on achieving smooth frame pacing, high 1% lows, and fluid movement, rather than ray tracing or AI features. Sometimes even when I'm hitting 200 FPS, the game's feel can drastically change, making enemies seem like they're moving in slow motion. I'm unsure if this issue stems from my older GPU, drivers, or something else entirely. Currently, I'm using a GTX 1070 Ti with a Ryzen 7800X3D and a 360Hz monitor at 1440p. The pricing is as follows: RTX 5070 at $710 and RX 9070XT at $820. What's your take?

If you're aiming for top-notch FPS without the need for ray tracing, the RX 9070XT is definitely the way to go. Just remember to use Display Driver Uninstaller (DDU) to clean out your old Nvidia drivers when switching over, and grab the latest AMD drivers beforehand. Also, make sure to enable Smart Access Memory (SAM) to maximize performance!
The RX 9070XT will give you more frames and has less driver overhead, potentially resulting in a 5% performance boost from your CPU in CPU-bound scenarios. Unless you're planning on getting a G-Sync monitor soon or have a weak PSU below 650W, the 9070XT is likely the better option for you.
The RX 9070XT definitely offers better performance overall, especially for games like Call of Duty. However, Nvidia cards usually perform better in Counter-Strike. I haven’t faced the slow-mo fluidity issue you mentioned, as I moved from a 1080 Ti to a 7800 XT and haven't had similar experiences. If you’re not invested in AI or upscaling features, the 9070XT seems like a solid choice for your needs.
