I'm building my first gaming PC and I'm trying to decide between the RTX 5070 Ti and Radeon RX 9070 XT. I'll mainly be playing games such as Wuthering Waves, Genshin Impact, Neverness to Everness, Arknights: Endfield, and Zenless Zone Zero. Which graphics card would be the better choice for these games, especially in terms of performance and value? I'm pretty confused about the differences.

Go with the RX 9070 XT unless you find an RTX 5070 Ti at a similar price. For the games you listed, both cards are overkill enough that value and pricing should be the deciding factors.
The RTX 5070 Ti has stronger features, better power efficiency, and advantages in some ray-tracing and upscaling scenarios. However, the RX 9070 XT is usually the better performance-per-dollar option. If the 5070 Ti is significantly more expensive, I’d choose the 9070 XT. You could also consider an RTX 5070 or standard RX 9070, since either should be plenty for these games depending on your resolution and settings.
I have an RX 9070 XT and I’ve been really happy with it. It offers excellent performance for the price, and I don’t regret choosing it at all. For your games, it should be more than powerful enough.
I usually lean toward NVIDIA, but the RX 9070 XT makes more sense if you aren’t specifically relying on NVIDIA features for rendering, recording, or streaming. Current RTX 5070 Ti pricing can be pretty high, while the 9070 XT generally gives you better value. Even a much weaker card can run games like Genshin and Wuthering Waves well at high settings, so either option will handle them easily.
