Did you perhaps run a Windows debloat script without knowing what it would do? That could cause some of the performance drops you’re experiencing.
Make sure you have Game Bar enabled! Windows handles core parking pretty well with the 9950x3d. I wouldn't recommend disabling the non-vcache CCD in the BIOS; let Windows do its thing.
