I'm looking at getting a Samsung 990 EVO Plus SSD this Black Friday, and I'm debating whether to go for the 4TB version. With game sizes constantly increasing, is 4TB really necessary, or would 2TB be sufficient for my needs?

It really depends on the games you play. I have over 400 games installed, and AAA titles can occupy a hefty amount of space. For me, 2TB works fine, but I can see why some people feel 4TB is worth it.
In my opinion, you can never have too much storage. If your budget allows it, definitely opt for the largest capacity you can get!
Yeah, 2TB feels okay now, but with all the big releases coming out in the next few years, you might find yourself needing more space.
