I'm building a new PC and I'm wondering about the best time to install my old SATA HDD. It's already partitioned and formatted with files on it. I plan to use a USB drive to install Windows. Will having the HDD connected during the installation interfere with the process, or should I wait to connect it until after Windows is installed?

If your HDD doesn't have Windows installed on it, you can connect it before or after installing Windows—shouldn't cause any problems. Generally, it's easier to install it early. It won't interfere while you're installing from a USB.

Thanks for clarifying! Just to confirm, I only use the HDD for storage. My Windows is on an SSD.
