Your Ryzen 5 5600X is actually more than capable for Cyberpunk. Minimum requirements only specify a Ryzen 1600, so you should be fine. Plus, if it’s primarily a GPU-bound game, upgrading to a better graphics card should give you a noticeable boost even with your current setup.

I played Cyberpunk at 1440p with a 5600X and a 3060 Ti for quite some time! On high settings with some ray tracing, you can definitely have a good experience. Just don't aim for max settings. If it’s playable on my beefed-up setup, I’d say your rig will handle it just fine!
If you want a balance between performance and cost, get the RX 9070. I was getting around 120 fps at 1440p with ray tracing on, using a similar CPU. It sounds like a solid choice!
