I'm considering upgrading from my 3070Ti to either a 5070 or 9070. I'm a bit anxious about the future, especially since Nvidia announced price increases. I've noticed that playing on my new 21:9 3440x1440 display isn't as smooth as it used to be; I can't consistently hit 100+ fps anymore, although I'm not having major problems yet. My current setup includes an R7 5800x, 64GB DDR4 3600MHz, and I'm using an X470 Gaming Plus Max motherboard, which I think is running on PCIe 3.0. I'm wondering if the PCIe bandwidth would bottleneck the performance of a new GPU, making it not worth upgrading right now.

The PCIe speeds shouldn't really be a huge issue with your GPU upgrade. I’d suggest selling the 3070Ti along with half of your DDR4 RAM and then you could probably snag a 9070XT for about $300 more.

If I sell my 3070Ti for around 300, I can add just 300€ more to get the 5070, which I found new for 600. Why are you recommending selling RAM? Here, 32GB DDR4 goes for about 80-90€ in the used market.
