Should I Upgrade My GPU or CPU for Better Gaming Performance?

I'm considering an upgrade for my PC's GPU or CPU because I'm struggling to maintain 30 fps while playing the Nioh 3 demo. I need help deciding which component to invest in to improve my gaming experience. I'd like to play modern games at high settings with 60-120 fps on a 1080p resolution. I was looking at the Red Devil AMD Radeon RX 6600 XT for the GPU, but heard suggestions about the RX 9060 XT, which is out of my budget. I monitored both my CPU and GPU while playing, and they were both hitting 70-80%, so I'm not sure which is really the bottleneck. Any advice would be appreciated, and I'm open to buying used parts to save some cash!

Before making any decisions, it would help to know your budget a bit better. What's the range you're considering?
Also, how much RAM are you working with? This makes a difference too!

I'm currently looking at a $300-400 budget. I have 16GB of RAM, and I might buy parts either in Japan or the US depending on where I end up. If both CPU and GPU are not up to par, I might wait until I can upgrade properly.
