I'm looking to upgrade my PC and I'm torn between getting a Ryzen 7 9800X3D now or waiting to get a better GPU first. Currently, I have an Intel Core i5-9400F and an RTX 3060 with 16GB of RAM. I'll also need to upgrade my motherboard and RAM to accommodate the new CPU. My budget is tight, so I want to know if it's smarter to invest in the GPU first or go for both upgrades at once later. Any suggestions?

Consider downgrading to a 7600 or 9600X for your CPU; it might give you enough cash to upgrade both eventually. If you're gaming at 1080p, a powerful new GPU might still be held back by your current CPU. But you'd see better FPS overall even with some bottlenecking.
What GPU should I get for the 9600X/7600 then?
