I play on an ultra-wide 1440p monitor and plan to overclock the 5070 Ti since I've read it can perform almost like the 5080. I initially thought about building a new rig, but I'm getting tired of the current market situation.
Some friends say the upgrade is feasible but recommend I also upgrade my PSU and possibly overclock my CPU for better performance, maybe even look into an AIO cooler. I'm hoping to get guidance on what upgrades are actually necessary without overspending. I'm willing to consider those upgrades, but I'd prefer not to spend more than the cost of the GPU itself. I might have the option to visit a Microcenter, but it's not guaranteed.

Just upgrade the GPU, and your current setup should be fine for now!
The 5070 Ti uses roughly the same power as the 3070 Ti, so there's no urgent need to change your PSU. I would suggest using Precision Boost Overdrive (PBO) to overclock your CPU and see if it hits thermal limits with your current cooler. If it does, then maybe consider a better cooler, but you might be just fine with your current setup. Building a new rig doesn't seem necessary, especially with RAM prices being what they are.

I’m in a similar situation with a 5600X, and instead of going for a 5700/5800X3D, I opted for an i5 14600K and a Z760 board to make use of my DDR4 memory. The combination of an 5800X with the 5070 Ti should handle 1440p well since most of the load is on the GPU. Upgrading to an 850W PSU would be a good idea, especially since they’re on sale right now. What games are you playing, and what do you expect to get from upgrading to the 5070 Ti that your current card isn't providing? Also, what's the refresh rate of your monitor?
I want to run Cyberpunk at amazing settings! For games like Resident Evil, Dota 2, Last of Us, Silent Hill, and Battlefield, I have to turn down a lot of settings to maintain 60/70 fps, but my monitor can handle up to 160 fps.
