Last year, I decided to build my current setup while the 9800X3D was being scalped for around $200-$300 over retail, so I went with a 9700X instead. Now that prices have normalized (except for RAM, of course), I'm considering whether I should upgrade to either the 9800X3D or the 9900X3D. I mostly game at 4K, so I doubt I'll see a significant increase in average FPS, but I'm curious if the 1% lows might improve enough to notice a difference. I also do some productivity work and multi-threaded tasks, so the 9900X3D might be beneficial, but I usually find 8 cores sufficient for my needs. Is it wise to go for the 9900X3D? I've heard it has some inconsistent performance in gaming due to multiple CCDs. Here are my current specs: 9900X, 7900XTX, 32GB 6400MHz CL32, Asus TUF Gaming B650 Plus Wi-Fi, 1000W Corsair PSU, and a few m.2 drives.

If you're noticing your 1% lows right now, it might still be worth considering an upgrade, but the 9900X3D isn’t the answer based on your setup. It's probably a better idea to see how it performs as is.
Unless you really have money to burn, I wouldn't upgrade just for the sake of it. Save your cash for something that’ll give you a more noticeable boost in performance.
Honestly, you shouldn't bother with the 9900X3D for gaming. It's not the best option if that's your primary focus. You'll likely see little to no difference in your gaming experience, especially at 4K.

When gaming at 4K, the differences can be pretty minimal. Just check out this video I found—it lays out the performance differences pretty well. In your case, upgrading might not be worth the cost.
