I'm currently using a Ryzen 5700x3d paired with an RX 6700 XT and I'm focused on playing games at 1080p with high frame rates. I'm considering upgrading my GPU to either an RTX 5070 for $500 or an RX 9070 for $540, if it's worth it. What do you think?

You’ll likely face CPU limitations no matter which GPU you pick. If I had to choose, I’d stick with the RTX 5070 for the DLSS advantage!
I just upgraded and honestly, I don't see a huge difference. I might end up returning the new card. But keep in mind, upgrading might not bring the benefits you expect, especially if your CPU is the bottleneck.
I’d go with the RTX 5070. At 1080p, the improvements in raster and VRAM from the RX 9070 won't really impact your gaming experience, but the price difference and benefits of DLSS and Reflex make the 5070 a better choice, especially in multiplayer titles. Plus, if you’re sticking to 1080p, that’s probably your best bet. Just a heads up, though; with your setup, you might still hit some CPU limitations in competitive games.
