During this, my PC was off but still plugged in (no UPS, unfortunately), and I noticed some smoke coming from my power supply unit (PSU), along with a weird popping sound. After the voltage issue was resolved, I tried to power on the PC, and while it turns on, there's no display on the monitor. I was expecting the PSU to be shot, but it seems to power on. Did your monitor also get plugged in during the surge? It might have been affected too. Usually, the smoke and sound indicate something got hit hard, often the capacitors in the PSU. Even if the PSU turns on, it might not be stable or could be missing some voltages. If you had a good quality PSU, there might be an overvoltage protection that failed, but if not, anything connected to the wall during that time could've been damaged. Keep an eye on your other devices as well!
You should definitely call your homeowner's or rental insurance and file a claim. They might cover the damage and will likely pursue the utility company for reimbursement. Be sure to document everything and look for any other damaged equipment that might have been affected.
