Struggling with FPS Drops and Stuttering on My 3080 Ti – Need Help!

I've been dealing with frustrating FPS drops and stuttering in every game I play for the past year, despite having a solid setup including a 3080 Ti. I've tried just about everything to resolve these issues! My User Benchmark results suggest the problem could originate from either my GPU or SSD. I've monitored my system through MSI Afterburner and noted that while my temps are usually under 55°C, my GPU usage hovers around 30%-50%. It's strange because I can hit decent frame rates, but they fluctuate significantly during gameplay.

For example, in Rocket League, when I limit my FPS to 199, I still see drops down to 140-190 frames, and at 144 FPS, I can dip down to around 100 frames briefly. This is also noticeable in less demanding games like osu!, so it's not just an isolated case. I've detailed my troubleshooting efforts below:

1. Used DDU to fully uninstall and reinstall all Nvidia drivers.
2. Adjusted various BIOS settings, including CPU core configurations, RAM clocking, and enabling XMP profiles.
3. Changed multiple Nvidia control panel settings, including V-Sync and G-Sync.
4. Cleaned my PC and reapplied thermal paste.
5. Switched display ports on my graphics card.
6. Verified game files (Rocket League runs better temporarily after this).
7. Tried different outlets.
