Sudden 5 FPS Drop on New RTX 5070 in Persona 5 Royal

I recently upgraded to an RTX 5070 and have been running Persona 5 Royal, but now I'm experiencing a major drop to 5 FPS, which is really frustrating since it previously ran perfectly at 120 FPS on my old 3200G AMD APU. I haven't made any changes to the game settings that I know of. I've switched from the APU to the GPU in the Windows settings, but it hasn't helped. Here are my specs: 3200G processor, RTX 5070 graphics card, 16 GB of RAM, B450M motherboard, and I'm on Windows 11. I've also uninstalled and then reinstalled the game, tried different storage drives, and checked the ini files without any luck. Other games like HFW, Elden Ring, and even path traced Cyberpunk 2077 are running smoothly, so I'm looking for advice on how to fix this issue with Persona 5 Royal.

It sounds like you might have some conflicting settings within the game's configuration. Since you've already tried reinstalling the game and switching drives, consider resetting any configuration files back to their default settings. I checked the ini files and everything seems fine. It's an older game, so I thought that might be the case, but it looks like I'm still stuck with this FPS issue.
