You've got some good picks here, but I see a few areas for improvement. First off, the liquid cooler might be more than you really need for the Ryzen 7. Something like the Thermalright Phantom Spirit would do the job for a fraction of the price. Also, ASRock motherboards can be hit or miss. Consider whether you really need the X870E, or if a B850 board would work just as well for you. As for the GPU, the 7900 XTX is older tech - you might find better value with an RTX 5070 Ti. Lastly, the case is quite pricey for my taste; maybe look for something that's easier on the wallet but still has style. If you cut back on the glitz, you might afford an OLED monitor, which would be a game changer!
While the X870E boards are generally regarded as superior to B850s if your budget allows for it, make sure you're really utilizing all the features. If you're just gaming, the B850 may suffice and save you some cash.
I recommend checking out Microcenter if there's one nearby. They often have bundle deals that could save you a lot; for instance, I saw the 9800X3D with either an X870E or B650E for around $200 less than your listed prices. It'd be worth a look!

Swapped the cooling for the Thermalright Phantom Spirit and the motherboard for the Tomahawk B850 based on your advice. I also found an OLED monitor that fits my budget now! As for the case, I just really love the design.
