I'm looking for a way to create multiple partitions on flash drives using older versions of Windows. Unfortunately, options like Disk Management and diskpart aren't viable since these versions can't handle multiple partitions on removable disks. Ideally, I'm looking for a free and open-source solution that I can run directly within Windows, as rebooting to a different operating system or using tools like gparted from a live USB isn't feasible due to the remote nature of the systems I'm working on. Does anyone know of a tool that fits this criteria?

If you're using Windows 8.1 or later, diskpart can actually handle multiple partitions on USB drives. How far back do you need to go for this to work?
Have you checked out MiniTool Partition Wizard? It's really handy for creating and managing partitions, and it works well on older Windows versions.
Considering your constraints, you might want to try Hiren's BootCD or a similar tool. Many partitioning utilities are included there, and if bitlocker is in play, it can be temporarily disabled for modifications.
You might want to look into BootICE. It could be a solution for managing partitions even on older Windows. Just make sure you're running an appropriate version.
